Default seeking sales tax exemption resources

I've been asked to create a tax matrix that would allow individual purchasing professionals within our direct/indirect/resale procurement arms to quickly and accurately determine whether they should be paying sales tax or not. IE, "is this widget tax exempt or not?"

I can't be the first to ponder this taxation hurdle and imagine that the tool/matrix I need is already in existence, "out there somewhere". Does anyone know of such a resource?

Default rule of thumb

I don't know of a resource to create your matrix but a general rule of thumb that we use to determine if something is taxable or not is: if the item purchased will end up as physically part of the finished product, then it is not taxable. If it is an indirect expense for the finished product (R&M, office supplies, etc) then it is taxable.
