What are some of the best ways to measure purchasing savings for capital equipment?

I would compare the cost of capital, whose money will be used? What is your cost on capital versus who your company typically uses to invest with (bank, etc). Also, is the project revende genertating or will it produce a cost savings. If so, list the Return on Investment (ROI) (Savings / Investment) and the payback (Investment / Savings). I hope this helps.
