Expressive Bidding in a Government Environment

Understanding that expressive bidding is much like a traditional Request for Proposal (RFP), but with a twist. That being that it encourages suppliers to answer an RFP with a variety of possibilities.

So, in considering expressive bidding in a government environment had there been instances of this occurring?

The question to be addressed is: Are there limitations/restrictions that prevent expressive bidding from being implemented in a government service contract environment?
