Default Terminology Question

While studying for the CPM exam, I came across a term that related to giving a vendor business only under the stipulation that they would give you business as well.
The Study materials I used "Self Study Workbooks" have it in there somewhere, but i dont recall.

I guess it's a term similar to quid pro quo, but related to vendor relationships and is deemed illegal from what i read.

anyone remember it or knows what it is?
