Calculating Estimated Shipping Transition Costs

We are in the middle of a competitive situation between shipppers at the moment and one of the questions that came up during an internal meeting was how to estimate the cost of transitioning from the encumbant shipper to a new one? I've read elsewhere some say use 1% of your annual shipping spend, but that seems too high.

Any thoughts I'd appreciate very much.
