Bids for Utilities??

We release a bid for the installation of fiber for our local telephone service. However, we have found that every time a new vendor wins, they end up ripping out the previous vendors wires. This seems redundant to me. We currently do not bid anything that is directly related to building operation. I think this one may have slipped through the cracks. Is the bidding of utilities necessary???
