Suggestion: Try looking for vendors who advertise their "greenness" as a selling point. Use those vendors as a means of locating customers who have solicited green proposals. This will give you identity of specific buyers as well as insight in to the solicitation process - which might reveal their use of apparent power. Green vendors might be enticed in to providing data and helping you in exchange for the publicity and analysis which could help their sales strategies.
