Transiting from decentralized to centralized Purchasing
Our Municipality is researching the pros and cons of moving from a decentralized to centralized purchasing format. Does anyone have any best practices to follow or a list of pros and cons to consider before making this implementation?

we are also in the midst of a Procurement Transformation and Roadmap. Rather than going from decentralized to centralized we are moving towards a Center Led model. This will centralize the governance, policy and overall direction of the procurement function but allows individual experts to reside in functional areas.
This is a model that is being touted by the Corporate Executive Board...they are a great organization to benchmark with. Additionally, Booz&Co have a new Procurement Operating Model that could provide some good insights. It's a long journey, be prepared! |
