Process safety management sourcing

I couldn't find anything on the ISM website regarding how different companies (chemical plant owners) comply with the PSM standard relating to technical capability of vendor goods and services so that we maintain the mechanical integrity of our facility. Are there any papers or presentations relating to vendor selection in compliance with PSM?
