I suggest obtaining a copy of Supplier Evaluation and Performance Excellence: A Guide to Meaningul Metrics and Successful Results by Sherry R. Gordon. It is published by JRoss Publishing and you can get a copy from their website or Amazon.com. I found this to be a very practical hands-on guide.
