Cost Component Program Start-up

We are moving to begin a Cost Component program where we will be collecting the cost component breakdown of the top items we procure that are also heavily impacted by commodity price movements.

Would any of you have advice or experience to share regarding:
* What type of tool do you use to store the cost component data by item?
* Do you have automated commodity price feeds that interface to the cost component library?
* And do you have a tool that calculates the item price impact related to commodity pricing movements?
* do you have a central person or group that manages the cost component activity or is this responsibility spread to the various buyers/sourcing managers?

Currently planning for such cost break up of part , if any can help me out with some idea , it would be appreciated.

Do you know how machine hour rate , labour cost can be calculated for parts using drawings.
