I am trying to find sample purchasing best practices, policies, and/or procedures for non-proit organizations that ar funded by private donations. Would appreciate any suggestions/ideas.

In order to find samples, you may want to contact the non-profits directly : Catholic Charities can be a good fit, since they have a pretty well organized structure.
What is the purpose of your research?
Do you have to set-up a purchasing procedure for your non-profit organization?

If so, my first suggestion would be : analyze what you buy.
Categorize it by value, by complexity, by decision criteria... This shoud help you get an outline for a policy that will be, basically :
A : How do I define my needs to potential vendors?
B : What should I expect from them and what will be my decision criteria
C : Exception management
